The youtube tutorials available are a bit out of date but when following the tiled documentation I still can’t get the brush to behave properly.

It defaults to 2x2 and when I hold down ctrl it goes to 3x3 instead of 1x1 like I expected, then when dragging the tile tool around it creates a mess and its not figuring out the context properly

This is what my current layout looks like, and heres the output it produces when dragging around

What am I doing wrong? And can someone provide a visual example if possible?

Your terrains labels are fine, the problem is that your actual tile art doesn’t tile correctly, the artwork doesn’t match up like it should. If you were to place the tiles manually, you’d have the same problems.

That was it! Thank you so much, this was breaking me lol.
Do you know how I can get the terrain brush to be 1x1 instead of going to 3x3 when I hold control?

You can’t. The Terrain tool connects tiles based on their corners and/or edges, it cannot place 1x1 tiles for you. You’d need to place those manually.
