It’s unclear to me what you mean with the files being “fragmented”. But it sounds like they might have trouble loading the maps because the relative file references within the map are not pointing to the other files in the folder.
This can happen when you use a different folder structure for your working files than the files you’re sending the dev. Try archiving them in-place or at least keep the folder structure when copying them somewhere else.
