Is it possible to copy and paste including empty tiles?

Is there a way to for a paste to respect EMPTY tiles on a layer? Imagine tiles defining the perimeter of a square. Use right drag to copy them all, including the empty tiles in the middle of the square. Now paste these down over an area which is solidly filled with the same tile. Currently, nothing changes, because nothing is pasted where the empty tiles are. I’d love to be able to paste the missing tiles.

Currently I have to erase the area I’m pasting into, which can be tricky if I don’t know what size it is.

Sadly not. You could use a transparent tile in lieu of empty (you can replace all instances of it with empty later).
