Right, so indeed with the current version of Tiled (testing with yesterday’s 1.5 release), trying to drag an image onto Tiled pops up a message saying it doesn’t recognize the file format:
This is correct, since Tiled can’t open images for editing, though it’s not the most helpful thing to do, since Tiled could offer to create a tileset based on the image. And in fact, this is what Tiled does, when you drag the image onto the “Tilesets” view. Then the following dialog pops up:
